Public consumption doesn't equal 'bad'
In my sabbatical travels in Germany this last two months I have yet to find any actual Cuban imported cigars. In the States I'd have to settle for dominican cohiba cigars due to the embargos. But the neater thing about Germany is being able to drink outdoors, something everyone knows people that are experiencing homelessness often get arrested for in the United States.
While in Germany I have seen countless people who are homeless drinking, and none of them became problematic. If it weren't for the fact of me doing my sabbatical in and around them, chances are I couldn't tell that they were even homeless.
It's things like this that make me wonder how we can improve service delivery, not just the small things but the bigger impacts of 'why' we do the things we do.
